$175 Million in Financing for Asheville Regional Airport to be Considered

    (Raleigh, N.C.) - The Local Government Commission (LGC) will meet this Tuesday, April 4, on the University of North Carolina Wilmington (UNCW) campus. The meeting at UNCW is part of Treasurer Folwell's and other members of the LGC's desire to highlight the work of the commission, and its impact on local governments, by bringing the LGC to the people outside of Raleigh.

    Among the items to be considered are $175 million for the Asheville Regional Airport. This funding proposal is the second phase of the airport's construction and renovation project. The first phase was approved by the LGC in May of 2022. Much of the money will be used for the expansion and modernization of the existing terminal, ticketing lobby, TSA screening area, baggage claim and concession areas. Along with grants from the Federal Aviation Authority, the funds will be used for a new air traffic control tower which is already under construction.

    Additional funding for emergency services in Dare County and Sanford will also be considered at the Wilmington meeting of the LGC. Limited Obligation Bonds (LBO) for $42,250,000 will be considered for multiple capital projects in the county including the construction of Dare EMS and Town of Kill Devil Hills Fire Station facility, the replacement of Southern Shores EMS station and the construction of a new Dare MedFlight airport hangar.

    Sanford also is seeking additional financing to improve its fire-fighting capabilities seeking to issue $10,600,000 LOBs for the construction and equipping of a new fire station and the acquisition of two new pumper trucks.

    Those are among action items on the agenda for the April 4 meeting of the LGC.

    The LGC, chaired by Treasurer Folwell and staffed by the Department of State Treasurer (DST), has a statutory duty to approve most debt issued by units of local government and public authorities in the state. The commission examines whether the amount of money units borrow is adequate and reasonable for proposed projects and confirms the governmental units can reasonably afford to repay the debt. It also monitors the financial well-being of more than 1,100 local government units.
