    John Skvarla (d. 2022), during his first year as secretary of the N.C. Department of Environment and Natural Resources, discusses his approach to the job. Skvarla offered these remarks during an Aug. 19, 2013, presentation to the John Locke Foundation's Shaftesbury Society.
