    With the General Assembly still adjourned, Governor Roy Cooper signed the state budget into law on Monday. The budget increases state spending to $27.9 billion, reserves billions for the state's "Rainy Day" fund and unforeseen problems caused by inflation, gives pay raises to state employees, and spends millions on capital projects across the state. The governor also took this week to announce that he will be lifting the state of emergency which has been in place since the COVID-19 pandemic began in March of 2020. That order is set to be lifted August 15, 2022. NCACC is working on guidance for how that will impact counties going forward.
