Beginning a Bold New Experiment in Governing: Part VI | Eastern North Carolina Now

"The more things change, the more they remain the same."

This well worn cliche is especially true in governing Beaufort County over the last 18 years; the years that Beaufort County had a Republican or pseudo Republican majority. Staying true to the "change" component of this aforementioned hackneyed phrase: When I was first elected as a Beaufort County commissioner in 1994, I was the only Republican sitting upon that dais, with a fully Democrat board. While this board was by no means a conservative board, if one uses the metric of my understanding of governing by Conservative principles, it was at least a deliberate board of some moderate Democrats, some true Liberals, that, remarkably, made decisions bordering on reasonable fiscal restraint of the public's treasury.

Current County Commissioner Hood Richardson joined the board in 1996, and very slowly, these Beaufort County Commissioners moderated their governing positions toward a more reasonable, more prudent governing posture; however, still not near the governing whims of Conservatives Hood Richardson and myself.

Fast forward to now, December 2018, where the Beaufort County Board of Commissioners is comprised of 5 Republicans, 2 Democrats, including The Hood and myself as the still, real Conservative members. So now I offer the "remain the same" component of this aforementioned hackneyed phrase: If the Democrat boards of commissioners, in Beaufort County's mid 1990's past, had to be pushed toward reasonable, prudent governing postures, why should a board of 5 governing Republicans, two minority Democrats have a far greater need for Conservatives Hood Richardson and Stan Deatherage (now elected in November, 2018) to push them toward better governing practices right now.

    Why?

Simply, because 4 of these 5 Republicans (Conservative Commissioner Richardson excepted) comprise the most liberal board of county commissioners in modern history, engaging in unprecedented spending and subsequent taxing. So much imprudence in governing by this board of merry "Republicans", I sincerely felt called to run for office again, even after not campaigning in a general election in 8 years, and having very little time and money to do so.

By winning this election to do what I know so well to do, I am projected upon a path to help restore whatever vestiges of good fiscal management that once reared its infrequent head here in Beaufort County government. And if a Conservative majority is ever gained on this board of commissioners, to egregiously reshape the governing zeitgeist of Beaufort County to fully achieve the Limited Government inherent within the Conservative Principals that dictate my vision of government, which is the backbone of my constituents' wishes for me as their representative.

To that end, I have submitted my first agenda item, which is intended to provide me information to make immediate policy, oversight and budgetary decisions. In fact, it is not only my intention to gain this information for myself, but to enable a path for my fellow commissioners to have complete access to that same information as well. Here below is that first agenda item for that first general meeting on December 3rd:

Item One; Agenda item: All Commissioners Need Budgetary Evidence for Fiscal 2017/2018

Explanation in summary: All county commissioners, should they so desire the unabridged version of all public money spent on behalf of their constituents, will be supplied: 1) a complete line item budget report, in the most complete detail available (not the abridged version), for all public money spent for fiscal 2017/2018; 2) a line item summary of all contracts let, to whom they were let, and all requisite bid information available.

Still answering a comment by a professed constituent in that other local publication:

It is What it is Big Bob

Saying that everything is alright, when it clearly is not, does not make it so.

I am a realist; I know what I am doing; and I know what constitutes a Swamp Creature as well as anyone.

Also, I endeavor to use accurate descriptors whenever possible.

By the way, since you seem not to have this same level of knowledge, I shall continue: Hardened Liberals /Socialists and Swamp Creatures, on issues important to their special interest base, will never bend to another's better will /their better angels of prudent governing just because they perceive that more knowledgeable, stronger willed, and far more honest individual as a more affable guy.

They only bend to that better will when they are politically forced to.

To think otherwise is to be blind to the historical machinations of governing in Beaufort County since 1992.

Obviously, I'm not that guy.

Answering a comment by a professed constituent in that other local publication:

I am a Republican because of Ronald Reagan.

I did not care for politics, but Ronald Reagan inspired me to try to make a difference, and do it as much like he did it, irrespective of my limiting capabilities (he was the master communicator with a pure heart for his avocation).

I tend to think of myself far more as a Conservative than a Republican, and am sad that the Republican party (especially here in Beaufort County) has a very tarnished brand since the party has trouble standing for the virtuous Conservatism that was the hallmark of Ronald Reagan, and every other succeeding Republican that tried to emulate him.

In closing: I'm glad to know that you are my constituent, and I intend to fight the Swamp Creatures, here locally, and far away only because folks like you expect me to.

This post was picked up by another local publication, and there were many comments, where I did answer one from a commenting individual, whose was concerned that I act in a civil manner, where I did answer this:

Thanks Big Bob, I'll Try to Civil ...

There was that time, however, when the Liberal Majority thought it wise to allocate 2 million dollars of tax payer money to build the Southwest County Jail with no advance funding in place.

Kind of like buying a house, with no real financing or cash, except that 10% option money that one will never get back, but, you put that "other people's money" down anyway. That instance, I did state openly with the cameras rolling, that my fellow commissioners were "the stupidest board of county commissioners that I had ever served with and I have served with many".

If I remember correctly, that was a Republican majority trying to govern Beaufort County as well.

Also, if memory serves me correctly, this was the same board that conspicuously stood idle against the strenuously advocating advice of The Hood and myself to save the people's hospital from giving their hospital to Vidant for 9 million dollars, so Vidant could enjoy their current monopoly, when we had a 30 million dollar lease on the table to Community Health Systems, where Beaufort County would keep their then 60,000,000.00 hospital plant and the 30 million dollars.

This would have never happened if we had anything close to a Conservative Majority.

Bad government does not exist without the foolish enterprise of poor representatives elected by those that really want or need them there.

I wouldn't called them "stupid", but, one could easily make the argument, by the definition of Representative Government, that these voters were heavily on the foolish side in these instances.

These two terrible examples constituted tens of millions of lost wealth of the tax paying citizens of Beaufort County.
